Ukraine's first annual simulation conference. Digital multi-level Wargaming for Ukraine

It was an honor to be invited to the National Defense University of Ukraine's First Annual International Scientific and Practical Conference, "Issues of Simulation Systems Application in the Armed Forces of Ukraine." The conference brought together an international community dedicated to advancing the science and practice of wargaming while addressing the very real operational challenges facing Ukraine today.

LEVATO has been working alongside the courageous warfighters and educators of Ukraine since 2024. Today, VANTAGE is being integrated into officer education across disciplines including leadership, tactics, and operational planning. This educational approach mirrors its successful implementation at the Royal Norwegian Naval Academy, where more than 70 digital wargames are conducted annually as part of officer and specialist education.

During the conference, LEVATO presented its paper, "A Multi-Layered Wargaming Concept for Strategic Military Forecasting." The paper proposes a methodology that integrates traditional tabletop wargaming at the strategic level with digital wargaming at the operational and tactical levels, creating a continuous analytical framework across multiple echelons of decision-making.

Digital wargaming introduces automated adjudication, increasing objectivity while reducing administrative burden and enabling faster scenario iteration. By combining human judgment with AI-enabled analytics, VANTAGE allows organizations to explore complex operational problems while maintaining traceability, repeatability, measurable learning outcomes, and defensible analytical results across strategic, operational, and tactical levels.
