Luis E. Velazquez

Luis E. Velazquez is a retired U.S. Marine with nearly four decades of leadership in defense technology and systems integration. As CTO for Marine Corps Systems Command, he led AI-enabled decision support, digital infrastructure, and modeling and simulation initiatives that modernized force design and wargaming. He advanced coalition interoperability through Data and Information Exchange Agreements and CRADAs with allies including the U.K., Netherlands, and Japan. Previously, he directed innovation and small business technology transfer programs and served as a U.S. Naval Academy Computer Science instructor. His career reflects a lifelong commitment to advancing AI-driven defense modernization and global collaboration.
